Family's stay together until case is heard. Unfortunately this means some will not show up for the hearing. Not sure if this was brought up before but a first time offense is a misdemeanor.

I have seen stats as high as 70%. The whole game plan is to use the kids to get in. That means that such a policy is the entire cause of the problem and of the kids taking the whole dangerous trip.

Stay together where? It sounds like you are advocating catch and release.  Are you not worried that that will lead to an increase in child trafficking?
