2020 census is going to include the question "are you a citizen". Is the census for the purpose of counting people or citizens?

I don't think it was on the 2010 but was on prior to then. Either way this is no big deal in either direction.

It is a big deal if the purpose is to suppress counting in certain districts.

Article 1 Section 2

14th Amendment
