From personal experience, seeking forgiveness is one aspect and granting forgiveness is another. A general rule in life is that you are only responsible for the effort, not the outcome. So for those who know about making amends, you can only do the best you can. If the person you are trying to make amends to cannot find it in their hearts to accept your amends, you have satisfied that requirement.

Mi KiAmcha Yisroel! Someone just walked into my store and insisted to pay $5 just in case he owes money for anything, "maybe the scale was off"!

On that note,

The first part is correct. The second part is not really accurate. Mechilah means more than just not wishing him harm; it means forgiveness, that you don't hold it against him, although there is pain. Perhaps it can be explained by emunah, believing that he was just a sh'liach, but the pain is min hashomayim. Regardless of the explanation, that is what mechilah means.
