There is a while until you can even possibly apply to this deal. "If lawmakers approve the funding, Sato says visitors could begin signing up as early as next April"

Will they also send a 1099 to the IRS for the cost of the flight if I happen to win? That would make this really tempting ;)

If they make you an employee of the airline (by making you twitter about it), then they can give you free standby flights tax free
