The current public offer is 70K points. They are targeting many people with the elevated offer you got which seems to be a very good offer.

Recently tried applying for green card with relatives link, and got a message that am not eligible for signup offer, tried as well with another referral link, same story. But when I applied directly with amex no such message.
Are they looking to limit referral bonuses?

They have been very strict lately, especially with the 60k offer for the green card
