Expired US Passport - Can be used from Israel to the USA?

I have a family member living in Israel that wants to come to the US for a simcha this weekend. Her US passport expired a few months ago. would she be able to come to the US with an expired passport?

No, she cannot. Airline will not transport with expired passport.

I have heard of individual cases when it was allowed
The protocol is to show up as soon as check in opens and have the airline call CBP in the airport they will be arriving in

This is what the US Embassy sent out in an email 2 weeks ago for information for US citizens:

U.S. Embassy Jerusalem and Embassy Branch Office Tel Aviv will continue to accept walk-ins for U.S. citizens who do not have a valid passport of any nationality (U.S. citizens with a valid Israeli passport or passport of any nationality are able to travel on that passport as long as they meet the entry requirements at the destination).

U.S. Embassy Jerusalem  (14 David Flusser St.)
Before 8:30 AM Monday through Friday

U.S. Branch Office in Tel Aviv (71 HaYarkon Street, Tel Aviv)
Before 8:30 AM Monday through Friday 
 
You will only receive a limited-validity, emergency passport.

Also if the person has a valid Israeli passport they can now use that to get into the US.

AFAIK the US must allow any citizens to enter the US. Not sure how they would get back to Israel,though.

it used to work but AFAIK since COVID that they made it official for a year and a half enabling travel on an expired passport and once they stopped that, the option of allowing it on an individual basis was discontinued. I had a friend who tried it before sukkos and wasn't allowed to board the plane in Israel
