EU compensation policy regarding cancelled flights

Right to compensation

If you are denied boarding, your flight is cancelled or arrives at its destination more than 3 hours late, you may be entitled to compensation of 250 - 600 euros, depending on the distance of the flight.

If the carrier offered you an alternative flight with a similar schedule, the compensation may be reduced by 50%.
Flights within the EU:

1 500 km or less: 250 euros
More than 1 500 km: 400 euros
Flights between an EU airport and a non-EU airport:

1 500 km or less: 250 euros
1 500 - 3 500 km: 400 euros
More than 3 500 km: 600 euros

I recently flew from Switzerland to Toronto with Air Canada and the flight was canceled to the next day. A passenger on my flight requested for the aforementioned compensation but was told that Switzerland is not considered EU regarding this. Has anyone has similar experiences?

It would seem so as long as the carrier is 'registered with EU.'

A friend of mine had a terrible experience when flying from TLV - MIA on Alitalia b/f Pesach.
In short, the flight ex-TLV was delayed, then canceled, no food was provided, the shuttle to the hotel to wait it out took 2 hours to come, the ordered kosher food on the make-up flight wasn't provided, police were called to keep order at Ben-Gurion b/c ppl were furious, etc etc etc.

Since this was ex-TLV, is he entitled to anything? They ended up in MIA around 28 hrs later than expected.
The stated reason for the delay was fog, so the inbound landed in AMM, and then the pilot refused to continue b/c he would exceed his hrs limit.

Thoughts?

The Israel compensation policies are almost better than the EU ones, google them for exact information.

if you say the reason was fog, you don't have huge chances.

And then the pilot refusing to work. And them not providing food or reasonable transportation, and not rerouting them to get them there sooner.
