How good is it?  (I used to use Photoshop... But when got a new comp couldn't get it to install...) would this be ok?  Or its really not good?

It has all the part of Photoshop that a non-working professional needs, and it's more user-friendly to use. If you don't know if it'll be enough for your needs, then the answer is that you don't know exactly what you need out of Photoshop. Hence, you don't need Photoshop and Elements will cover you nicely ;).

Haha sounds good... Could you tell me a few differences?  Also would I be able to install without internet?

Illustrator and Photoshop are two completely different programs. Photoshop Elements is a parred-down, more consumer-friendly version of regular Photoshop.
