Officially, you can use the USAA code even if you don't have any products, no? What basis do they have for denying your claim?

Incorrect. Reps may tell you that, but in reality it is not what their agreement with Hertz states. You must have a product with USAA.

The usaa site allows you to access the hertz discount as one of the products you are eligible for even without having any products or being military.

Let's get this nice and good for once. Yehuda has experience, he says u NEED  a product if u put in the usaa code would it work?  Yes. BUT if u need insurance from usaa or from the cc or from hertz theoretically it could be denied BC  you were not renting with the usaa codes t&c. Does that mean they will give you probs?  No but if the damage is big I would guess they will will look in to it. And then it's their lawyers against yours (and good luck with that). Could u be lucky?  Very possible but the terms say you need a product with usaa and a account number without anything isn't called a product

Having a bank account or being listed as a secondary on a bank account is verified as being OK?  With USAA covering liability etc?

I'm pretty sure that a brokerage account would satisfy the requirement to have a product with them, should any issues arise.
