There are many people (called askanim) who work day and night to make sure all kids get into schools. If a school is turning your son away when it its impossible to pay much, you probably dont want to send your kid there anyways, because it means they have the wrong way of understanding what we are all about.
True true a yeshiva is not a business (contrary to what some people think)

No time for an article, but orthodox Judaism isn't just a belief system, it's an all immersive 24/7 way of life that a school not built around  won't be able to properly accommodate. Sending to public school isn't a non option only because of the kids future, but also because of the child's present.

Then shouldn't everything from birth until death be built around this way of life?

Hence why Jews are looked at as so clannish. (I have no time for a long post, and you probably have no interest in reading one, but school is a pretty immersive experience that centers a lot around conformity, as apposed to a job.)

Add to that the fact that we want our kids to be educated on what it takes to act like a proper Jew 24/7. Since the laws are many and tend to get complicated, we rely somewhat on the school curriculum to teach and test the students on them.
