They definitely did not shoot it down, for if they did, they would have filmed that part too.

The question is if they somehow sabotaged the aircraft, like hiding a bomb in luggage etc..

He didn't say they would be different but I would expect the reactions to be different since only one of the two countries is a democracy.

He apparently feels that the reactions would differ more than just due to the US being a democracy but do to the differing philosophies of the two leaders. Do you disagree with that?
