I went to dd and to buy a dd gc and an egift gc and visa checkout was not an option, is it only if you previously had a card and now want to reload that visa checkout is an option?

Reloads are not processed by CashStar.

I used both of my freedom with one visa checkout account (thought its per freedom not per visa checkout) and I see now that I only received the credit for 1 card, my question is can I open now a new visa checkout account and add the card they didnt credit me and use it with visa checkout and they will credit me? Or once it was on other visa chekout account I ruined it?

I bought 15 of GC from newegg on dec 4, and then the bill cut and it did not credit, how long do I have to wait? Some seemed to get it right away and others a month or more?

Give it some time. I bought mine on November 21st and the credit just posted a couple of days ago.
