They almost never issue these waivers as compared to the US carriers, they usually wont allow you to change as long the flight has not been cancelled or delayed, however you may try to get a waiver from your rep, dont have high hopes

That's because El Al will rarely cancel a flight due to weather, unless they are literally forced to (as opposed to UA and DL)

Depends in fare code, but most are refundable with a penalty

They cancelled LY 008 for tonight 11:50pm rebooked everyone on a 2am flight LY 1008

In other words, it's delayed to 2am, not cancelled. Why they choose to rename the flight numbers of they're delayed flights, I don't know. LY 2 was also delayed to 5am tomorrow and renamed 1002

I don't believe compensation applies to weather conditions

IINM you need M class or higher to upgrade.

Yes it is.
Ticket has to be in V,K,M,S or Y.
It's 400 Matmid points per flight and you need P class availability.

It's usually not worth it unless you are flying with out a weekend Etc.
