Per their FAQ's this is NYS law (can be insured with anyone)

In addition PARENT MUST BE INSURED FOR AT LEAST $1,000,000. This is NY State Law - a parent applying for insurance on a child must have at least 4 times the amount of insurance applied for on the child at the time of application, or the child's policy is void.

Anybody. This is an underwriting issue. You also need to have insurance on your other kids, again for underwriting reasons.

A major life insurance company mispriced their GUARANTEED Whole Life policy for FEMALES of very young ages. The company is aware of this mispricing, and will be discontinuing this shortly. While it is still available, the company is issuing these guaranteed policies to those that qualify.

It's a bit strange that the site stripped out all reference to Allstate. Maybe they think people will associate it with auto/property and be turned off? Or that they'll go to a different Allstate agent instead?

Pricing will be different. Sounds like it's different enough to make it no longer a steal. You can always call and get a quote for boys.
