I'm no rabbi and never learned CM but the problem with calling police is mesirah. The Halacha you referenced is regarding being mazik ones property.
If you are no rabbi then why ask n00b questions. If you will know what Mesirah means then you will understand why it is not a problem in this case. Buddy, you can't learn CM in one day...

Don't take it personal that your LOR advised wrong. Most Rabbis don't know CM...

You're right. Now, if the car is still there tomorrow morning it will get a street cleaning ticket. Will I be able to tow it with that ticket?

Not sure if the Gemurah I quoted is the right one. But the Halachah in CM goes for your belongings as well.

The way I see it, that car ain't moving unless it's towed. You have to call police and they will ticket/tow it.

As far as mesira:
If someone breaks into your house, do you call your LOR or the police? In other words you have a issue that only the police could remove, you don't even know if the guy is Jewish, and by now he definitely expects it to have been towed if not worse, so that was his plan as well

There is no problem according to Halachah to either break that guys car in order to get out or to call the police. End of story.

If you do damage the car - let's assume it might be a goy's or a Jew that's gonna take you to secular court - the judge won't care that you had a right al pi halacha. So right or wrong al pi halacha, that's not particularly helpful advice.
