According to my LOR
Calling police is not allowed.
Damaging is not allowed.

As uncomfortable I feel my only option is towing. Unless someone can assure me that pouring oil on the bottom of the tires won't cause any damage.

Iirc , the car needs to get a ticket and then it can get towed. So ur rabbi should know that.

In halacha you may do what is needed to get the car to stop blocking you but may not cause damage to just teach him a lesson. Your best bet is to keep within the law so that you will not have liability. That will likely need police involvement.

There is a party hall on the corner of my block so my driveway constantly gets blocked. I don't care if it's just for 5 minutes, if there is nobody in the car I get it ticketed then towed.

When you are adding a point there is no point of -1  :P

1. I was not going into Dina Dmalchusa shailes, I was simply dismissing what some wanna say that its called Mesireh etc. And I bolded that as per Halachah its not a problem.

2. I guess you were just assuming when you said that Dina Dmalchusa wins over Dina Torah. In Hezeikes it's a big Machlukes Hapoiskim what wins. Not so simple. All in all, easiest way is to call up the police, ticket him and tow him.

I'm no rabbi and never learned CM but the problem with calling police is mesirah. The Halacha you referenced is regarding being mazik ones property.
