2nd said, the ticket is a fine and won't be considered as a cost of getting access to my property (if I'm willing to pay the ticket I can have it towed on the owners expense).

halacha משבר ויוצא is only if there's no other way to remove it without major
tircha -
what's called major/minor tircha is for a dayan to be considered- including to find out who's car it is and give him notice.
I believe you've also asked a reputable dayan, I don't know if he gave you a general
psak or he answered on a specific story. but I don't know how you can say on a dayan that he's
wrong when it's not even you who learned halacha -to an extend that you're able to
pasken- just because you have gotten a different
psak. (maybe you are a dayan?
)
Why are you so confident that the
psak you've gotten implies in all circumstances? and even if it does, why are you so sure that the
dayan you asked has gotten the right
psak?
