Why is it unrelated? If they're actually doing an audit and clawing back bonuses from people who didn't reach thresholds in the intended way, then I don't think it's exclusive to refundables.

u'd prob wanna wait before using em, to avoid being billed $.025 each, should amex decide to take em back

As if any Judge would care what Amex values it's miles at.
