He was probably referring to $15 off $15 freedom visa checkout. Most of us used that already, I'm assuming.

Can you call the number on the back of the visa gift card and decline the terms in order to receive a check instead? You can do that with amex gcs..

You could legally do that with any of the GC's...they all have the option to decline their t&c and get a check....though there's always issues and it takes forever...if it were so easy...everyone would just use it to liquidate their MS GC's. It could take like months for them to write a check.
