yes and have been shut down a few times too, they are very finicky on their parameters so you'll need to provide proof of business, invoice etc... If you go over them

Sounds like that is the plan. Try to recover the money but worst case you are out only $3.99.

not sure but they also have a lot of hidden fees, for example if you make a charge and refund it, you get billed for both the charge and the refund, unlike square
