URGENT: For 'chutznikim' that made Aliya in 2015 - Get your government grant

This was in Tuesday's Hamodia.

The grant is for Olim Chadashim that made aliya in 2015 and posses an American, Canadian or British passport, even if the aliya was with a different passport.

I am very curious what this is, therefore please post what this is about.
