Tried chat and they weren't helpful, they claim it's bulk licensing and they cant give me a link to download the software

I purchased a key on eBay, and the seller told me to do this

Go to https://setup.office.com/ sign in with your MS account, you will enter your product key and you will get an installer download

Probably not fake as you are right that they would not activate. But if they are stolen then MS could at any point deny you access to the software, even though its already installed on your computer.
