When you say send 1-way payments only, do you mean 1. NOT to send payments back and forth between two accounts, or 2. never receive money?
For example, do you consider the following as an one-way payment:
Account 1 sends $1000 to Account 2
Account 2 sends $1000 to Account 3
Account 3 sends $1000 to Account 1
Here, each account is sending and receiving $1000, but none are sending and receiving to/from the same account.

Never send payments back and forth. It would be best not to send and receive in a loop. In your example once #3 sends money to #1 all three accounts are now linked. If #1 sent to #2 and #3 sent to #1 you would be OK since there is no link. I am not saying your accounts would be shut down in your example but it would increase the risk of it happening.
