Different cabin interline

If I'm flying atl-fra in j and fra tlv in y on a separate ticket can I interline my luggage without paying for extra suitcase or overweight?

Usually you just need to show your eticket to the gate agent. What carrier are you flying with?

I got this email today:

Effective for travel on and after 01MAR15, when a customer has two separate tickets, United will though-check bags only when the secondary ticket is for travel on United, United Express and Star Alliance partner airlines.

Flying SQ R JFK-FRA and then LH Y FRA-TLV, can I check 2 bags and have them checked through to TLV?

I flew the same way but on to VIE and at JFK, the SQ Rep offered to check it all the way.

They were able to check all the way. At first agent mentioned something about paying for 2nd bag because it's in Y, but after she went to speak to supervisor there was no charge.
