selling an item. does the warranty transfer?

when someone sells something during the time the item is under warranty, legally, does the warranty transfer to the new purchaser?
does the seller have the right to say that only the first purchaser is covered?

I believe it depends on the specific terms, I've seen some state specifically that they transfer, others state that you must pay a fee.
