I believe that a large part of why there has never been a viable candidate is because the typical frum lifestyle (working + family size + learning and davening obligations) doesn't leave much time for this kind of commitment. I always believed that the ideal candidate is a retiree with a record of success in business or an experienced former administrator of a non profit organization. Such a person would have the skill set and the time commitment necessary, and more importantly, would not be as susceptible to outside pressure. With the new influx of exactly this demographic, it should not be too difficult to field a couple of viable options.
If this doesn't happen, I believe the township committee will consist of five 30-something year old chassidim in the near future.
