Without knowing any specific details, I would say 2 big factors were:

1) Double infrastructure
2) Small market

Because Frum people don't believe in serious exercise. Beyond treadmill and eliptical there really wasn't much else being utilized. A gym makes a large part of their money on weight training, cardio, one-on-one etc.

You don't need a gym to use a treadmill.

Basically frum people work out for health, not for their form.
I'm not who you think I am.

Depends which people you're talking about. There's plenty of the latter for a gym to target, although many of them don't care about a non kosher gym.

That is a big part I think.

Double infrastructure is needed to make it a kosher gym. IIRC the kosher gym that was on Coney in Brooklyn had 2 separate gyms. Even if you have one gym with separate hours, you are going to lose some people because there's no way to set up perfect hours that all will be happy with.

I was a member there for about a year and there were always plenty of people lifting, doing cardio classes, working with personal trainers, etc.
