You obviously didn't read through the thread very well. The tenant has a contract limiting the increases to 5%.
Wouldn't they be able to evict upon contract expiration and refuse renewal?
The contract gives the tenant the right to renew.
So someone moving in as owner-occupied can never evict with that contract?
OP wasn't even planning to move into the basement.
