It is waived at the counter, ni worries. In order to get a more accurate price just book it with the PC# but put in 25+, no problems with that whatsoever.

and Hertz mentions that on this promotion page, indicating  that the fee will be on the reservation and deducted by the counter...

"Just include PC# 144314 in your reservation... The Young Renter Fee may appear on your reservation confirmation, but will be deducted at time of rental...."
