Reminds me of my company where I work, everyone was upset at a redesign,  but in the end after getting used to the new you realize how important it was to move on...

You think the only thing holding back 10K avid followers is an app? That does what exactly other than have build in notifications that people get setup via Twitter?

I think ddf looks and functions perfectly fine.
Maybe add the ability to tag someone but that don't cost much.
You can always pay someone to add functions here and there.

The main site looks quite terrible though, and I don't think it should cost anything near 100k to redesign.

I wouldn't think so either. Your readers seem to be mainly from one segment of the population, and there's not much competition for that segment. I don't see there being enough new readers because the site looks more modern and interactive to justify the investment necessary. There isn't a major contest for the flashiest site at the moment. The site is perfectly functional, and is pretty easy to use and navigate. It could definitely be improved, but I certainly wouldn't call it dysfunctional or a pressing need that demands a solution.

Just a DDMS redesign wouldn't cost that much, but once I was hiring someone I'd probably better integrate DDF, an app, and some other ideas that would push the cost up.

Frankly, all it takes to integrate ddf and DDMS is a tab on the main site instead of a link.
Maybe change up the color scheme of ddf to match the redesign.

I don't see a purpose for an app though.
