Business Phone/Internet question

A company named "Ring Tc" reached out to us that they are a 3rd party that has an agreement with time warner. They quoted us a price that is 40% cheaper than TW.
Has anybody heard of them? Is it a scam?
They want us to sign a contract for 2-years that looks straight forward.

Any options for Lakewood?

Need the cheapest most basic plan. Must have phone, a phone number that's registered to the business name.

Optimum wants 120

Also it must be classified as a landline
