It works like any other Kohls Cash. The portion that was bought with kohls cash will be refunded to a Kohls gift card

If I spend $100 including $10 Kohls cash, and return $90 worth, will I get $90 back? Or do they give you the Kohl's cash/GC back first?

its split between each item. so in your case you would get back $89 and $1 kohls gc

Interesting system, but at least you get a Kohl's GC so it's not like you lose the Kohl's cash totally.

On all our 4 cards I have been getting the Kohl's $10 back , this month I only got on all cards the Kohl's on line like you which I see no value in.
