These days its a standard feature with the traditional phone companies.
There's a program called lifeline. When your getting that program, caller id costs 15 bucks

I don't know of a way to get around callerid charge but you can get around long distance charges by using your local Google number to dial long distance

Depending in the company you use. Some will give you free caller Id, even with lifeline.

Verizon doesn't. Who does?

If you are in NY I believe exchange telecom does offer included callerid but in nj they just have Verizon last I checked

Telzeq does , I'm not sure if their service is limited to ny or not,  give them a call.
