All comments on the main site have moderation before they go up, but not necessarily by Dan. I'll guess out loud that the difference between a forum moderator and a global moderator is whether they moderate posts also on DDMS; but I may be mistaking. Except for one instance when Dan turned off the moderation cuz he was traveling, and he regretted that.

ETA:
JJ preliminarily approves comments and I double back and check to approve the rest, assuming they're valid points and not just trolling.

ETA 2: Although I cannot find where it was clearly mentioned by Dan or other mod, it was alluded to here:
