With Fi one can suspend and resume at will (presuming online access is otherwise available, such as WiFi) so Shabbos and YT could be suspended.

  True, but your assuming he's not powering his laptop and not watching some baseballs games or whatever, he did say only data, so my guess he might be using a few gig.

Do either Golan or Pelephone let you buy a sim card and one month of service and just pay for it on the spot without providing a cc, TZ or passport?

(I.e. for someone who doesn't want to deal with cancelling after the month.)

Btw you can make up your license number, tell them you have the number offhand and give to them, vs the passport number.
