Ah, I see the distinction. The landing page for some of them don't have the restrictions, but the application page itself does.

Won't the non churning crowd get turned off? If I open a business and I want a new card, I would be quite annoyed if Amex approved me and didn't give me a bonus, because 5 years ago I opened the same card and forgot about it by now... Especially since it's a totally different business! Personal isn't as bad.

IMO, when looking from the banks perspective, I think Chase has done the best (if the rumors about the 5/24 rule is true).

With Amex, one can still get a million points/miles while signing up for cards just for the points by getting one of each of their cards. With Chase OTOH, once you're considered a churner -even by getting cards from other banks- they won't give you the card + a person in the scenario you mentioned will still get the card and bonus.

I'm surprised it went into effect with no warning. The personal cards were known for 2 months prior to the change.
