luggage allowance with stopover

Every year pesach,when coming in from E"Y, I stop in canada for a week before going to NYC.
My travel agent tells me that on my YYZ-NYC flight, I get 2 bags to check, because its treated as an international flight.
But Air Canada or Continental charges me. Whats the real rules???   :o

If you show them the international part of the ticket, they should let you take the bags free.

Recently I had a flight yul-jfk and then jfk-tlv and they werent connected... When I checked in I showed them that I'm going international the next day and they didnt charge me for the bags!

but they always tell me that since I am stopping over for more then a day, the middle ticket(yyz-nyc) isn't considered international?

Yes, tickets booked before 03/10 will get 2 free bags with *S on CO/UA.

While on the topic, what is the luggage allowance from phl to brussels and then to tlv?  The flight from phl is a usair flight but the ticket is ticketed by brussels air.  The stopover is only 11hrs.
