There used to be a towel rod here but it was constantly getting loose so we moved it to the wall. What Can I do to plug these holes? (the screws are removable)

Something like this could work.  Maybe I would get chrome so it doesn't look like I'm masking something.

Not sure about screw in ones but they do have chrome. Maybe a little super glue for more secure?

Water should only come through if pointed straight at it. Might need to slightly adjust your shower head
