Ebay Unable to load cart

I have been having trouble purchasing items on Ebay.  Every time I try to purchase something it says the ebay in unable to load my cart. 

I've tried calling them numerous times and am constantly told that they are working on the problem. 

I've searched this issue and although many people seem to have this problem, nobody seems to have a solution. 

Does anyone know how I can resolve this?

I've tried it on regular items as well as gift cards

I've had a similar issue. If I had a balance on my PayPal account (even less than my total) I was able to checkout.

I think I've finally gotten to bottom of this.  It seems to have been a paypal problem.  I called paypal and was told that my phone number was not confirmed.  I answered a few questions she was able to confirm my phone number and then when I logged back on to Ebay, I was able to load my card.

It tooks months for me to resolve this problem and nobody at Ebay was able to help me, Hope this helps someone else.

Interesting. By me I just logged in and out a zillion times, waited a few days then it worked again.
