Just wanted to post my recent dealings with them...
I confirmed that my Penfed Amex covers Israel(double check for yourself) and had no problem at all getting Avis to allow me to decline collison. Since the Penfed has no annual fee anymore I'm planning on keeping it for this purpose, they also have no Forex fee so it's doubly good.

I picked up the car at terminal 3, as presidents club, which is nice, but there is no one to go over the car with you, they just hand you a paper showing prior damage and you go to the car yourself. I did not do any damage and did not think anyone hit me either, but when I returned the car they showed me a scratched and dented  spot not shown on their diagram. I insisted it was there before and they discussed for a while among themselves. Finally the manager came out, looked at the paper and said that the paper does state there was a scratch in the place where they found it so even though it doesn't say there was a dent, we can assume it was dented there too. It's a little meshuga.

Anyway the lesson is that you have to go over every little thing before especially if you pick up at T3. I don't think I would use Avis anymore but i find them to be cheapest and they have stations all over Israel in case something goes wrong. I guess they are cheap because they make it back on the alleged damage!

Avis TLV is the pits.

They charge every customer for the same scratch/dent.  They charge you for the damage done and refuse to cooperate with the credit card CDW claim.  They don't cooperate because they are asked to show before/after pics and a bill for how much they paid for fix the damage and those don't exist.

There's a reason most credit cards don't want to cover Israel...

Are the other companies in Israel better in dealing with damage?
For example in the US Hertz is great, they hardly look at the car when your return it, but Enterprise goes over it carefully.

I had no problems with Avis scratch/dent as I walked around the car and took 30 pictures with the check-out guy. 

It's digital; take the pictures. 

Granted, I agree with Dan that it is complete nonsense that they make it an antagonistic relationship . . . doesn't really breed loyalty.  Then again, if most of your customers are making a 'trip of a lifetime', you won't worry about repeat business.

Took ditital photos & made sure to capture the Check-Out guy in some of them.
I was waiting for them to try & blame me for those scratches & dents.  Boy'd I have some fun

With sixt israel, I was stuck in very bad traffic on the way to the airport, which took me close to 3 hours, so I couldn't refuel.
I don't remember the exact price, but they charged me something like 300% + a fee for it.
After that I went with Avis.

Used avis- had no problem. In fact there even was a scratch on the car that "might not" have been there when i got it...no charge.

I rented from Eldan, and having heard the horror stories in the past, I started to point out every possible scratch he immediately told me that he is writing "sritot saviv kol harechev" or something like that!

I also take pictures, they are digital. It takes a extra minute to take 10 pictures... best option. Never had to use them

what do pics prove? how can you prove they were taken when you picked up the car as opposed to after you made the scratch?

IDK the hertz guy walked 7 hakafos around my car last week as if he was looking for something...probably because he wasn't at the station where he was supposed to be and only came bec i called up to the office!
