You can find Minyanim in Israel until noon.

Kfar Chabad is 15 minutes from the airport and you can probably find a Shachris minyan beyond noon there. If it is בין הזמנים you can definitely find a Shachris minyan past noon.
I've been waiting over 5 years with bated breath for someone to say that!

I had sometimes people on my flight arange a minyan in the airport shul after arrival
