when placing 2 orders from 2 separate accounts, does the US Mint match up billing AND/OR shipping address in determining if household limit has been reached or only shipping ??

in other words does BOTH billing and shipping addresses need to be different for order to be processed, or is it enough for only 1 to be different?

In my experience, if billing name and  address is the same, it won't let another order
