Any coin can be sent to NGC or others for grading, does not have to be in any box.
Maybe I wasn't clear. If the coin dealer is buying it to and taking a risk hoping it's MS70 he needs to know you didn't try to grade it and it's already a lower grade.

If it's uncirculated in original packaging how can it not be ms70 unless there's a defect (which is possibly more valuable).. why does the shipping box make a difference? Why would trying to grade it make it a lower grade?

Proof does not mean MS70.

Only a tiny fraction of the coins produced each year have the full strike and flawless surfaces required to be considered perfect mint state 70 (MS70) or Proof 70 (PR70). It’s no surprise that coins graded in MS70 or PR70 are highly sought after among collectors. As a result, coins with the grade of 70 generally tend to appreciate in value more quickly than coins in lesser grades.

So I chased down 3 different ups trucks today looking for my package( im not staying holed up in my house all day waiting for him ) and I finally got my coin!
He was very nice-told me he rescheduled my box for Wednesday after 3 failed attempts (which usually  is 6$ fee)
Also gave me his cell number for future delivery issues  ;) ;D
nothings impossible- the word itself says Im possible

100%, one more thing , coins graded MS69 or PF69 Ultra Cameo and anything below are not worth any premiums, only the MS 70 and PF 70.

People are paying $2150 for this coin on eBay when it's sealed. You're saying they're betting it's an MS70?

No, if it turns out to be MS70 then that is icing on the cake. They are gambling the grading fee for the 1% chance. Maybe @Coinguy  can explain it.
