No, if it turns out to be MS70 then that is icing on the cake. They are gambling the grading fee for the 1% chance. Maybe @Coinguy  can explain it.

Short answer is yes which makes rejects worth a lot less, and if you think that by submitting your few coins you have a shot at getting a 70....

grading system from my experience is not rigged. Its just random. I remember sending in 40 coins at a time to be graded and most came back 70, a few 69 and one 68. All ordered from the mint at the same time all received at the same time. Its all subjective.

Tip: If selling on eBay (if you DID NOT commit to a buying group of course...) if you have a eBay store you will only be charged 6.15% instead of 10% on coins.
