can someone explain to me why the 2019-S American Eagle One Ounce Silver "Enhanced Reverse" Proof Coin is worth so much money?  the us mint sells many limited edition coins. please don't just say 'supply & demand'.

Your argument references the supply part of the equation.

In this case, the demand is the driving force. The American Eagle Silver Dollar series is extremely popular with collectors and hundreds of thousands of people collect them, both in the USA and around the world.  30k is simply far too small to satisfy the much larger demand.

Correct, however, his question was why is it worth more then other recent offerings from the US Mint, from other series, that have lower or similair mintages (the eishenhower RP from 2015 with 17k mintage is one example) and have not appreciated anywhere near this offering.

Approximately $1,500 for the 69, and $2,500 for the 70.. these are the prices I'm seeing on Ebay for NGC with slabbed coa

I can't figure out if current ebay pricing is based on sales that were cancelled, that we wouldn't even know about, or if they're legitimate sales.
