Ultimate rewards booking for under 18 traveler

Has anyone tried to book a ticket using UR since they switched to the expedia portal for a child under 18.  I am trying to book for my 16 yr old son.
 (did it in september) The website wont book it for me and a phone agent says she cant either ...waiting now on hold for 15 minutes for a supervisor who will probably tell me the same thing!  Anybody know how to do it?

Put in a different d.o.b., then call the airline to change it. I’ve done it many times and always works
