Israeli lockdowns forbid people from going beyond a certain distance from their homes, as long as it's within the borders. So one can't go from Jerusalem to Tzfas, but is allowed to go to MIA or LAX.

Incorrect. They're asking people at the airport for proof that they purchased their flight before September 25. I'm not saying it's impossible to forge a ticket for an earlier date, but they're definitely making it very unpleasant to fly.

My sister flew DL JFK-TLV last week and had 15 people on the flight. Unbelievable for the week before Sukkos!

I can confirm.
When I showed up this morning they asked me when I bought my tickets. Told them September 18th (true story). I was ready to show him the receipt but he took my word for it.
And yes, definitely not complicated to edit the date on the PDF of a receipt

Most recently he was chairman at Bank Leumi, and successfully managed to decrease the workforce by over 20% while managing decent relationship with the trade unions. Bear in mind that banks' employees have tenure so it was a significant achievement.

IMHO probably the best candidate to deal with LY HR issues
