instead of people not sitting down they will set aside seats in the back for all those people

I dont think it necessitates anything more than setting aside the back row of a flight (max 9 seats) for anyone who has a problem with their seating neighbor. And this only needs to be done on 2-3 routes on the network.

In general, rules like "if you say something about your seat you will be thrown off" can be axed immediately, and an attitude of respect to the needs of single chareidi travelles will go a long way.
