where can I find it in writing that scheduled changes entitles one for a full refund with no penalty?also how long must the schedule change be?

Has El AL stated what they deem a significant change or delay? So I guess this DOT rule will apply to any EL AL flight that has a US arrival or departure?
el al changed the time my august flight and rebooked me without seats and bassinet that i booked five months in advance.i managed to get through to the english line and was told there are no seats to be able to sit together as a family and if i want help i should call tel aviv. I don't have whatsapp does anybody know of a way to get through to them? on the israeli number they just have a recording about long wait lines before it disconnects
