They were a few people together, I think each of them got 5k credit
If one of the others has a use for it have them call Delta together and say that the friend paid for both etc

Can someone please explain me why I’m seeing United selling tickets with legs on el al even though they have no codeshare agreement with them? Is it a scam….?

Didn't check the actual details of this but in general you can partner and sell someone else's tickets with a codeshare
A codeshare is only necessary to place your company's flight number on the flight

A codeshare is only necessary to place your company's flight number on the flight
So they’re basically a travel agent? Also do you have to self transfer luggage or they transfer for you?

Why aren't we seeing ly and dl flights showing up tlv nyc via Europe, with the new codeshare we should see lots of options throughout Europe where ever Delta,virgin,klm, etc.fly in and out?  If anyone has any information please let us know, is it something that just has to be worked on and they didn't update or it's not happening.

I’ve booked DL/LY via Europe on Expedia but it wasn’t available on either of the airline’s’ websites.

As long as UA and LY have an interline ticketing agreement, UA can sell you a ticket with LY flight numbers. So yes, they're acting much like a travel agent for those segments.

And if they have an interline baggage agreement with LY, there should be no problem checking bags without self-transferring them, particularly on a single ticket. The only caveat is that you'll have to pick them up for customs at EWR and then drop them off again with UA. But they'd likely already be tagged to BOS.
